So why is his trigger finger on a "safe mode"? If a terrorist suddenly pops out of the top of the building and just gives this sniper and his team a burst of automatic fire, does he have second thoughts of harming that enemy? lol

Not so much a question of the placement of his trigger finger, but as to why his gun is on "safe"? (If he's truly looking for possible targets). ;)

One should always keep one's finger off the trigger until the instant the decision is made to fire. It is one of the most basic of the essential gun-handling rules. To do otherwise indicates either recklessness or poor arms handling training.
